明斯基时刻

Meaning:

“明斯基” is the transliteration of the English word “Minsky,” and “时刻” means “moment.” This term became a buzzword after it was recently used by Chinese Central Bank Governor Zhou Xiaochuan to warn against the risks from excessive debt and speculative investment. A Minsky moment, named after the late U.S. economist Hyman Minsky, occurs when hidden risks in an economy suddenly manifest themselves and asset prices slump, leading to defaults. Credit supply starts to dry up, systemic risk emerges and the central bank is obliged to intervene.

A: 这两天不少人在讨论中国是否已逼近明斯基时刻。

Zhè liǎngtiān bùshǎo rén zài tǎolùn zhōngguó shìfǒu yǐ bījìn míngsījī shíkè。

Quite a few people have been discussing whether China is approaching a Minsky moment over the past few days.

B: 有经济学家表示,只要不发生严重的资本外流,这种情况就不会发生。

Yǒu jīngjì xuéjiā biǎoshì , zhǐyào bù fāshēng yánzhòng de zīběn wàilíu, zhèzhǒng qíngkuàng jìu bùhuì fāshēng。

An economist says that this will not happen until there is a serious capital outflow from the country.
